Actually she was 15 at the time of filming, 16 when it was released. She was born on March 22, 1985 and the cameras were rolling from July 2, 2000 until November 9, 2000. Production was all over with by the time her 16th birthday arrived.
Yes, pictures of girls’ breasts at any age are legal according to the national laws of countries like the United States, Canada, and France.
